Enable NOT associations
For both types of restrictions (Student-Tutor Associations and Service-Subject Area Associations), it would be more functional if we could create negative restrictions rather than positive associations. I.e. if the default were that anything that didn't have an association was unrestricted, so that only the associations we actively create have an effect, and if associations could be set up for which courses a service would NOT work with and which tutors a student could NOT book. I want students to be able to book tutoring in the learning center for any course except for English, but in order to exclude the 4 English courses, I have to set up associations with the other 200 courses. For tutor associations, it makes even less sense. To disallow a student from booking with a specific tutor, I have to create associations that allow every other student to book with every tutor -- so I would have to create 25,000 associations in order to exclude 1.
Associations can be imported so we are not including this option.

I have the same problem. There are a couple of students that need to be filtered a way from a tutor, but it's prohibitive to have to then define all other users. This is a clear need for me.
